Superintendent Frank A. Mancini (ret.), Doctor of Criminal Justice, former Chief, Bureau of Professional Standards, Boston Police Department, in his capacity oversaw internal affairs, auditing and review, the academy recruit investigations unit, and public corruption investigations in conjunction with partners at the local, state, and federal levels.

Superintendent Mancini was also actively involved in policy development related to police body-worn cameras, the Boston Police early intervention system, development of the first police-community mediation program in partnership with the Harvard Mediation Program at Harvard Law School, internal affairs qualitative and quantitative process improvements, review with recommendations of all officer reported use of force, and policy improvements in use of force reporting and investigation.

Doctor Mancini received his Doctor of Criminal Justice degree from Pennsylvania Western University in 2020, upon graduating being awarded the 2020 Jay S. Albanese Award for Academic Excellence in Doctoral Criminal Justice Studies, and receiving CALU 2020 and 2019 Presidential Scholar recognition for academic excellence and scholarship. Dr. Mancini received his Master of Criminal Justice degree from Boston University.

He has presented at the Academy of Organizational and Occupational Psychiatry, the Academy of Criminal Justice Sciences, the Law Enforcement Inspections and Auditing Group, the Massachusetts Association for Professional Law Enforcement, and the Mexican Federal Police Internal Affairs, on a variety of topics including organizational fraud, police accountability systems, police auditing and inspections, and police and public sector corruption.

Dr. Mancini has testified in United States District Court for the District of Massachusetts and Massachusetts Superior Courts. He has been retained as a law enforcement expert witness in United States District Courts in the District of Columbia, Tennessee, Rhode Island, Massachusetts, and Missouri. He has consulted as a subject matter expert on internal affairs, use of force, and police practices for the U.S. Department of State, International Narcotics and Law Enforcement Affairs (INL), and Kroll Corp. He has taught graduate and undergraduate college level criminal justice courses at Southern New Hampshire University, Anna Maria College, Fisher College, and North Shore Community College.
